Waikeria Prison Named Finalist in 2026 New Zealand Property Industry Awards
Waikeria Prison Development has been named a finalist in the 2026 New Zealand Property Industry Awards, recognised in the Civic, Health & Arts Property Award category. The recognition reflects the project’s scale, complexity and contribution to modern public infrastructure in Aotearoa New Zealand.
A contemporary corrections precinct
Delivered as a major public–private partnership for the Department of Corrections – Ara Poutama Aotearoa, the Waikeria Prison Development represents a significant shift in how large‑scale corrections facilities are planned, designed and delivered. The project brings together high‑security custodial accommodation with a dedicated mental health and addiction treatment service, supporting safer operations, rehabilitation outcomes and long‑term value for the community.
Located in Waikato, the development spans a 21‑hectare site and comprises 28 buildings within a secure perimeter. The precinct integrates custodial accommodation, healthcare, education, programme and industries spaces, alongside visitor facilities designed to support safer and more meaningful whānau connection.

Human centred and culturally responsive design
From the outset, the project vision was to reset the benchmark for corrections infrastructure in New Zealand, balancing security and operational control with human‑centred design principles. This intent is reflected in the planning approach, which prioritises smaller residential wings, clear sightlines, and environments that support dignity, safety and rehabilitation.
A dedicated mental health and addiction treatment facility forms a core part of the precinct, providing purpose‑designed spaces to support people with complex needs in a secure, therapeutic setting. Across the wider site, access to daylight, landscape views and outdoor spaces contributes to wellbeing for both staff and occupants.
Cultural outcomes were embedded early through engagement with mana whenua and the Department of Corrections’ cultural frameworks. A whare located near the gatehouse provides an appropriate ceremonial and community space, enabling culturally responsive engagement while remaining separate from higher‑security zones.

Technical delivery across a complex, security critical site
The scale of the development, combined with strict security requirements, challenging ground conditions and remote logistics, required close coordination across architecture, engineering, construction and specialist security disciplines. A key innovation was the use of prefabricated precast concrete cell modules, manufactured off‑site and assembled on‑site into multi‑level accommodation blocks. This approach improved build quality and repeatability, reduced on‑site labour exposure, and supported programme certainty in a constrained environment.
Structural and civil engineering solutions were central to addressing site‑specific challenges, including variable ground conditions and high groundwater influence. Precinct‑wide stormwater planning, efficient piling solutions and targeted ground treatment supported long‑term performance and resilience, while enabling efficient construction sequencing across the site.

Resilient Design and long term performance
The facility has been designed for long-life performance, with a focus on durability, maintainability and resilience appropriate for critical public infrastructure. Service layouts and access strategies allow maintenance to occur without disrupting secure operations, supporting reliable day-to-day performance over the life of the asset.
Robert Bird Group was proud to lead the structural engineering and deliver civil engineering services, working closely with the wider team to integrate robust, efficient and resilient solutions across the site. We are continuing that collaboration on the next stage, now under construction, building on the foundations established through the first phase of the precinct.
