Liverpool Civic Place Stage 2 moves above ground
Progress is continuing at Liverpool Civic Place Stage 2, with foundations now substantially completed and jump forms up and running, marking a clear transition from excavation to vertical construction.

Being delivered by Built in partnership with Liverpool City Council, Liverpool Civic Place is a landmark precinct in the heart of Liverpool’s CBD. Stage 1 was completed in late 2023 and includes the multi award winning public library Yellamundie, council chambers, office spaces and a new University of Wollongong campus, which is scheduled to open next year.

Stage 2 Helix Hub builds on that foundation, completing the regeneration of the site and expanding its role as a centre for education, innovation and community life. The development will deliver a mixed-use outcome, including an 84 key co living building and a 16,500 sqm education and life sciences facility. More than 650 sqm will be dedicated to public realm, creating accessible, high quality open space for the local community.

Working within a tightly constrained urban site, Robert Bird Group adopted a hybrid approach to excavation. Conventional anchored shoring systems were used along basement perimeter except for the eastern boundary where three-storey steel bracing structure was introduced to avoid disturbance to neighbouring property.

Visible in the construction works, the temporary steel bracing structure comprises plunge columns, beams and steel trusses installed in sequence to provide lateral support as excavation progressed. The next phase will deploy a top-down construction strategy, enabling formwork and structural works to progress in a coordinated way.

The project has benefited from strong collaboration across the design and construction teams, with continuity from Stage 1 helping carry forward a clear understanding of the site and delivery challenges. As works progress, Stage 2 is building on the existing precinct and supporting Liverpool’s growing role as a centre for education, research and employment in Western Sydney. Construction of the Helix Hub is expected to be completed in mid-2028.
